Adoption Process Under Scrutiny as Dimapur DC Enforces JJ Act Norms

The Deputy Commissioner of Dimapur, Dr. Tinojongshi Chang, has mandated strict adherence to Sections 80 and 81 of the Juvenile Justice (Care & Protection of Children) Act, 2015, regarding adoption practices. Reports of non-compliance with statutory provisions in adoption have prompted this order, which specifies that children can only be adopted in accordance with the Act and its associated Adoption Regulations. Section 80 penalizes violations of adoption procedures with imprisonment for up to three years and fines up to Rs. 100,000. Section 81 addresses the illegal sale and procurement of children for adoption. All healthcare facilities, Child Care Institutions (CCIs), NGOs, and related entities must ensure that no child is offered for adoption outside the legal framework. The order stresses that individuals and institutions must not facilitate or negotiate adoptions outside prescribed procedures. Additionally, any child requiring care must be reported to the Child Welfare Committee (CWC) and managed according to legal stipulations.
